If Target of Command line Utility can translate to Universal Binary code?

Hello all:
 
I meet a problem, anybody know?
I created procedure in Xcode 1.5 by target of Command line Utility.
now I upgrade it with Xcode 2.1 and want translate it to Universal Binary code.
but result is frustrated, when I built it with Xcode 2.1 base on PPC, the procedure
can only run Mac OS 10.4.x base on PPC, however, when it is built with Xcode 2.1
base on Intel Mac, it can only run Mac OS 10.4.x base Intel Mac.
 
Would someone can tell me why or advice?
