Aha!
I saw that for my existing target, that the "Header Search Paths" was bold but contained nothing - not exactly the most useful scenario.
After clearing the HSP setting on my target, and ensuring that it was set correctly for debug and release in the project - my project compiled without complaints.

John,
If you have the "Header Search Paths" set for your target, then the
default project settings are ignored. If you get info on the target,
it has its own individual build settings. If the "Header Search
Paths" variable is bold, then it's set. You'll have to click on it
and then press the minus button to turn this off.
The project settings are not project-wide settings that apply to all
targets; they are default settings that can be overridden.
