We need to ship the product to our customer. They may have 2.95 to 3.3 gcc version on their system.

Are you shipping a development tool? If you're just trying to ship a universal binary, you can use gcc 4.0 to target 10.3.9 (and gcc 3.3 to target 10.2.8).
