The Xcode team disagrees with you on what's the proper way to
configure distcc... File bug reports if you would want to see that
default behaviour changed. While I haven't tried it, I think you can
get the local host to also participate - IIRC by setting it up as
build server. Check the list archives for more info.
You mention that your PowerMac is "RAM starved". Does that mean
that it's swapping?
Quite a bit, actually. And yes, I know this means it really isn't
helping all that much.
