Opening in a new window

Something that really really bugs me about xcode is how/when xcode
chooses to open files in new windows or not.  I've looked in the
preferences panel but found no setting for what I'd like to see as the
default behavior.

Here's a scenario:
I'm editing a CPP file in the Project window (the one with the file
hierarchy/build targets etc to the left and code to the right).  If I
go to finder and open a new CPP file, that file opens in the Project
window.  What I really want to happen is for it to open in a NEW
window.  Is there a setting for this?  I can't find one.

What I have to do now is double click a source file so that it is open
in a new window and then go to finder so xcode will open it in a new
window.

I just find it such a pain to always have to have the last focused
xcode window be on its own for another file opened through finder or
whatever to appear in a separate window.  please tell me there's a
better way...
