Need 10.2 C compiler

I need a C compiler similar to ProjectBuilder because it is required for compiling software used to change the language pack on my mobile phone. I do not have a Developer CD or a disk image of ProjectBuilder and it is not available for download from Apple. I cannot use Xcode because I do not have 10.3 or later. What I need is a web site link to download the older version of ProjectBuilder or a similar C compiler application. Again, let me mention that I do not have ProjectBuilder on any CD or disk image whatsoever. Thanks.
