We add an NSOpenPanel filter to disable items that are already in the project.  Other than that there's no reason you shouldn't be able to select a .h file in the Add to Project... dialog; if you have a reproduceable case, take a screen shot and file a bug.

Actually, I see this a lot, and I promise to send in a screen shot the next time it happens. It often happens in Java projects where all the .java files in the Add dialog are grayed out, but dragging'n'dropping the same files to the project works OK.
