As others have noted, all bug reports should be filed at

http://developer.apple.com/bugreporter

What they didn't mention:

- None of the Apple developer lists are considered official conduits for communicating with Apple. While Apple employees generally make important contributions to these lists, they do so on a voluntary basis.

- Someone else could take the information you provide and create a radar entry with it, but you really want to file it yourself. You'll be asked to provide a system profile of your system, and they'll be able to contact you if they need further information or clarification. If your bug report isn't a duplicate of someone else's, you'll be contacted when a fix has been implemented to confirm the fix. OTOH, if someone else files a radar entry with your information you'll be out of the loop.

Here's a bug report for XCode 2.

I don't know exactly where to post this, so hopefully this reaches the right people.

1) Open Project Find window (Cmd-Shift-G)
2) Enter query and press Find
3) Press Stop Find after all my sources have been scanned (it continues to search other sources that I don't need it to)
4) Select a search result item, or all items (either way, it doesn't matter) and press Replace
5) In the pop-down confirmation sheet, press Replace
6) XCode hangs; requiring a Force Quit

I'm not sure if this is a widely known issue, but it's rather inconvenient.
I can still do the replacement file by file using the Single File Find (Cmd-G).
