Well, you can create software for and run software on the iPod, as the
iPod Linux project (http://www.ipodlinux.org) demonstrates. Not only
have these folks replaced the ordinary iPod operating system with a
special version of Linux. No, they also manage to run games like Doom
under Linux on the iPod. ;-)
Like this stuff or not (well, I don't need it, my iPods really great the
way it is!), but it shows that in theory you can create your own stuff
to run on the iPod. So you could - under iPod Linux (which, of course,
also features the ability to playback music) - write some software that
announces each song as it starts to play or something similar. What you
cannot do, however, is modify the original iPod operating system as
source code for it isn't pubically available.
Knowing these details, the corrent answer to the question is: Building
custom software for the iPod? Possible! Modify the original iPod
software? Impossible.

Searching the Apple Web site, I have found nothing about an iPod SDK
nor developing code to execute on an iPod.
The problem is straightforward. The technical support center at the
Cleveland Society for the Blind would like to have the iPod be able
to annuciate the song/performer identification. The thought is to
recompile the iPod operating system or to add some small hardware
device that would enable a visually impaired person to know what was
playing and to select songs.
Is XCode the right tool to approach this opportunity?
