If Xcode is misbehaving this badly on a clean system after a clean install, I don't expect that further reinstalls, etc. would help.

The best thing would be for you to use Sampler or another diagnostic tool to see where Xcode is hanging, and to file a bug report.  

The next best thing is to do some hardware diagnostics. Repairing disk permissions is superstition and rarely does anything useful, but doing a through disk analysis with DiskWarrior would be helpful.
