Sometimes you can't click the split bar because the popup menu comes up instead.

Choosing "Toggle Debugger Layout" in the Debug menu twice always brings it back.

Look over on the far left (or sometimes right) side, in the middle. You'll see the split bar with its little dimple. Drag it to reopen the collapsed view.
