Yes.

And if I may speak for the third-party Kernel Developers: Yes, we also debug our drivers with gdb in the command line. (Xcode also uses gdb, but provides a nice interface for debugging applications and stuff)

Of course I can not speak for Apple, but I don't think this is likely to change in the near future. Speaking as someone who develops Kernel drivers, I do not see that the effort would be justified to make Xcode a proper GUI front-end for debugging drivers. There are a number of features pretty much nobody else needs, and if you are twisting your brain to work in Kernel space, I think it is OK to learn old school gdb.
