Help with a hosed system

I have a Mac G5 running Mac OS X 10.3.9 that I am rebuilding. I want to reinstall XCode but I'd like to know what version I'm supposed to use. XCode 2.2 requires 10.4 and I can't find XCode 1.5 on the Apple website. Can anybody give me some pointers on where to look or what I am supposed to do? It looks like moving to 10.4 is not an option at the moment.
