are not English.
A quick example could be to select all the text in the .strings file
and replace it with some text from TextEdit.

I'm not sure what you mean by "lose the encoding". Certainly, pasting
text shouldn't cause the encoding to change. What is being "lost"?
Let's say the .strings file was UTF-16 (Unicode). If I select all the
text and then paste a new one, the encoding is said to be set to
nothing.
Closing the file or project and opening it again leads to no encoding
being set (no checkmark in the file encoding menu). I observed this
phenomenon with partial paste too.
