Has the overzealous symbolic link resolving issues been fixed (i.e. dragging libssl.dylib causing XCode to link to 0.9.7 and thus not run on 10.2.8) been fixed, or is my best bet for building a universal binary to "-lssl.0.9" ?

It has been fixed in Xcode 2.2 and later. But if you need your PPC side to run on 10.2.8, it's best to use a separate Mac OS X Deployment Version at least, and the 10.2.8 SDK even better, for your PPC side.
