I think I've stumbled on the answer to why Open Using Rosetta was not working.

For historical reasons, my Info.plist file contained an LSPrefersCarbon key set to true. I had removed this and it did not affect the behavior of the Open Using Rosetta checkbox so I figured it was not an issue.

Then I happened to move the application to the trash, and then back to the desktop and ran it again. This time the PowerPC code ran.

So it seems that I had to remove the LSPrefersCarbon key AND move the application somewhere to get the Finder to notice.

I have verified in a bare bones test application that the presence of LSPrefersCarbon=true causes Open Using Rosetta to not work.
