Is PkgInfo needed in an app?

I found some mention in the archives about PkgInfo being deprecated for app bundles. Xcode is currently building all of mine with only ???????? in them instead of the correct values. I have a hunch this might be causing a problem with DragThing not recognizing my apps as apps (I've reported this to the author). So what's the scoop with PkgInfo files in app bundles? I found nothing useful on the web site.
