1) Is this bug known?

Maybe so, maybe not -- regardless, if you can catch a good sample of Xcode misbehaving or have an explicit set of steps to reproduce combined with a sample project, your bug report will be greatly appreciated. It will be returned as a duplicate, but the master bug will contain a note and link to your bug to ensure that engineering is aware of the additional analysis and testing resources.

2) I imagine it would be useful if I could send a "crash report" to help
find what is going wrong.. but I'm not getting a crash, just a hang. Is
there some way of forcing a hung application to send a crash report?
Does that even make sense? :)

Shark and/or sample (Sampler) can be used to grab a useful snap of a misbehaving application. sample is a command line app, Shark is an application that comes with CHUD, and Sampler is an app included with the dev tools image.

There is also a neat app called Spin Control that will automatically sample any app that is no longer responding to system events. Quite useful for catching random rainbow pizza. Don't bother with it if your machine is under a large amount of VM pressure.
