None of the above. The universal binary is both, and remains that
way, unless you use surgery. For a quick explanation, read the man
page for lipo, and follow pointers there (or check Apple's developer
website).
The situation will be a PowerPC Mac networked to an IntelMac. The
PowerPC Mac desktop can show the IntelMac file system and I wonder
if I can launch a .app on the Intel?
If it's universal, yes. I don't know much about Rosetta, but perhaps
that lets you treat a PPC-only .app as universal.
