Duh. The root problem is that CFBundleLoadExecutable can't find the framework's executable. I get this in Xcode's debugger console:

Cannot find executable for CFBundle 0x48f8b3b0 </DevDepot/main/ xcodebuilds/Debug/MultiAd Creator Pro DB.app/Contents/Frameworks/ CMDILibD.framework> (not loaded)

It's there, I've checked the framework and it is complete. otool says this about it:

Mach header
magic cputype cpusubtype filetype ncmds sizeofcmds flags
MH_MAGIC PPC ALL DYLIB 18 2652 NOUNDEFS DYLDLINK PREBOUND TWOLEVEL WEAK_DEFINES BINDS_TO_WEAK

Does anyone see anything wrong with the flags or anything?
