I think you are right Brian...
I used Download Accelerator Plus (DAP) to do the download. After
getting 76% I paused the download, thinking I will resume it later. But
when I did so I got a broken link error.
But each time I start a fresh download there is no problem!
The getSoftware_1_1_1.... numbering is something done by DAP each time
it tries a re-load, I figured that out.
I think I will try Brian's technique to get the file downloaded,
hopefully I should succeed.

I had this problem, too. It happens when you are downloading from a
slow link, and your download takes longer than 1 day. The Apple
website hosting the Xcode 2.2 image sets cookies that last only 24
hours. When your download manager re-connects after 24 hours has
passed those cookies are no longer valid, and the website returns a 404
error code to your download manager. The download manager says the
file no longer exists.
Here's the workaround: you have a partial file now. Move that
file aside, to a new name, for safekeeping. Login again to the ADC
website and start a new download of the Xcode 2.2 image. When it gets
started, stop your download manager immediately. Copy the partial file
you received already (76% size) over top of the new file that is
started with your download manager. Don't rename or otherwise erase the
partial file you've spent so long downloading already ... just copy it
over top of the new download just started.
Then, restart your download manager. It should start from the
new size, and continue, with new cookies being sent to the ADC website.
This doesn't work with Safari's download manager, because Safari keeps
an Info.plist around with the size of the file it has downloaded, it
doesn't check the *actual* filesize. Safari's download manager always
restarts from the last byte it received, not from the current end of
the physical file. Your download manager might do the same. Be prepared
for that, there are other hoops to go through if it does this too.
