Update on this...
If you have only a single item in Header Search Paths, then you can quote
it and the quotes will persist.
If you have multiple items delimited by spaces, then the quotes
disappear.
Is there a workaround for this or will we have to change our source code
repository? Should I log a bug on this or is it a known
issue?
