If you join as an ADC Select member we send you all OS and DevTools updates on CD.  If you are not an ADC member, you have to buy Tiger, via whatever channels you choose, in order to install Xcode.

With Mac OS X 10.3.9 you can at least upgrade for free to Xcode 1.5 from the 1.1 version that you have; just log on to http://connect.apple.com.
