How can I create a .img file so that it will work on OS 9 and OS X?

Create the image on Mac OS 9? Mac OS X is capable to read them as well.

Is there a better way than a .img?

Commonly, two different archives with the same contents are provided.

If you need the OS 9 compartability, you might want to consider licensing 3-rd party installer utility like Vise or InstallerMaker.

XPostFacto is at least one app working as-is on MacOS 9 and Mac OS X. On a dual-boot system, you can use the same binary when booted into either OS. XPostFacto uses no installer and is mostly open source: <http://www.opendarwin.org/>
