Nav Services focus...

The problem I am having is associated with a simple test tool that displays
a Navigation Services dialog. When we run this tool within the Xcode
debugger, the test app puts up a file dialog (via NavGetFile()). The dialog
appears, and I can move the window around, but I cannot select a file, or
click any of the buttons, or use <escape>, or .... It appears that there is
no way to get focus to this window?? And hence my debug session just became
useless...

Moreover, I note that my application does NOT appear in the set of active
applications (avail via <option>tab) or in the dock.  This would be the case
when I used CodeWarrior.

Is there a known solution to this window focus issue?

[Xcode 2.2, OSX 10.4.3]
