The modules stand alone - it would be very confusing to have every source file for every module all in one enormous project with 70 targets!

The way I have this set up is to have a "shell" project that contains all the others - this way you can build them all from one place.

Are you sure that you wouldn't be better served by having multiple targets in one project, compared with multiple projects? There's a lot of overhead with maintaining multiple projects, compared to multiple targets.
