Avoiding 'NEXT_ROOT environment variable ignored because -syslibroot specified' warning

The only warning I get for building my Framework is:

/usr/bin/libtool: NEXT_ROOT environment variable ignored because - syslibroot specified

I am sure NEXT_ROOT has a long and distinguished history, but I can't find any mention of what is setting it up and so can't stop this warning being emitted. I've looked through the project settings and target settings but no joy, and it isn't mentioned in:
file:///Developer/ADC Reference Library/releasenotes/ DeveloperTools/Xcode/XcodeBuildSettings.html

The full context of the warning is:
