Xcode 2.3 won't compile simple PCH file anymore

I just upgraded to Xcode 2.3 and it appears to be unable to compile my
existing project.

It appears to be choking on the PCH file, which is just:

#ifdef __OBJC__
   #import <Cocoa/Cocoa.h>
#endif

Can anyone give me a clue as to what might be happening here? This
error doesn't really give me any clues as to what the problem could be
(esp. considering the project compiled fine under 2.2.1).
