If you want Apple to fix your bug (or implement your suggestion), you
want to make it as easy as possible for them to do so. You don't want
them to overlook it amongst all the other mailing list messages. You
don't want everyone at Apple to assume someone else will take care of
it.
When you enter a bug, it's tracked so it's hard to overlook. And it's
assigned to a single person at a time.
Probably less cumbersome than living with the bug...
