Are you looking for a particular version of Xcode? (I know you had
been looking for Project Builder)

Type in google "Xcode site:developer.apple.com" and likely the first
like you will see is...

...and on that page you can find...

<http://developer.apple.com/tools/download/>

Also Apple's install CD/DVDs have Xcode installer on them some place.
