runtime check if gdb is attached

Hello all,

I'm trying to determine at runtime whether the process
is attached to gdb. Since there are workarounds if
it's not convenient to get the information, this isn't
a high priority, but it would be nice.

We're using Win32's IsDebuggerPresent() to decide
whether to report an assertion -- since both
developers and testers use the DEBUG build, that isn't
a great way to make the distinction.
