I am pretty sure that for remote debugging, all you need is the gdb binary. Note that /usr/bin/gdb is NOT the gdb binary, it's a shell script that runs the correct gdb for the host architecture. So you need both /usr/bin/gdb and /usr/libexec/gdb/*...

I want to use gdb remotely on a customer's 10.4 machine, but his machine
doesn't have any of the Xcode dev tools installed so I can't do. Since this
is a customer's machine, I can't really tell him to download and install the
whopper Xcode dmg (for a number of reasons), so my question is, is there a
minimal pkg or file set that I can get a hold of that I can easily give him
to install?

Thanks,
