That's because it's IDE documentation and not Carbon documentation.

Sadly this can be a bit lacking.

I think the "Building a User Interface" entries at <http:// developer.apple.com/referencelibrary/GettingStarted/GS_Carbon/ index.html> (except for Learning Carbon) are all still relevant.
