While it does appear that the Info.plist handles the Creator and Type
values, the 10.4.5 finder does NOT seem to recognize a bundle if you
don't have a PkgInfo file it it. You just get a directory.

I don't think PkgInfo files in bundles have been used since 10.3,
possibly even earlier.
