The effect of this is that when I open an Xcode project that is

the proper IP address?
The cvs client caches the repository's URL in the ~/.cvspass file in
your home directory. Remove that file and re-log in to CVS.

I deleted the ~/.cvspass file and when I open the Xcode project it still
wants to log into the server using the old IP address. I even updated
my CVSROOT environment variable to use the new address. I don't know
where it is getting the old address from.
