changed help file not copied to build

In the Resources group in my Xcode project, I have a Help folder which is designated as localizable. In its English localization, I have an index.html file. I find that if I change the index.html file and build, the new file does not get copied to the built app. Even if I delete index.html from the app, a new one does not get copied in. But if I delete the whole Help folder from the package, a build does replace it. Is there some other way I can configure things to make this work better?
