In my case, even Thread popup can't be seen. I'm sorry that I can't
explain more detail.
Anyways, finally I found the way to show that. If I clicked Zoom button
of the Debug window,
they, include thread popup, came to be seen.
For your info, I use the first Intel-Mac 10.4.3 for developer and Xcode
2.2.
