In Dev-C++ you may put the following in a .h or .cpp file

#include "globalstuff.h"
using namespace globalstuff.h;

I've compiled the same namespace-using code with Visual C++, CodeWarrior, and gcc, so you must be doing something wrong. It might be a mail-based typo, but namespaces don't usually have ".h" in their name...
