Can't add a new build setting

The Xcode 2.2 User Guide says: "To add a new build setting to a target or project , click the plus (+) button below the build settings table."

When I first open the Project Info window, the (+) button is enabled, but clicking it does nothing. Selecting any setting causes the button to become disabled; it remains so until I close and reopen the window.

How can I add a new build setting in Xcode 2.2?
