Xcode debugger not resetting?

I am debugging a Carbon C program in Xcode (latest version of everything).
The first time I ran it (via Debug Executable) everything worked fine. I
reached my breakpoint, saw some variables, single-stepped through the code,
etc. But when I try to do it again, something is wrong. The debugger
buttons (Continue, Step Over, etc.) do not light up. I get a message that
says "the debugger is still running, use restart". But the Restart button
is not lit up. Or, the code seems to start but never gets to the first
statement. In this case, I do see the Restart button, but it does not seem
to do anything.
I have tried touching the source file and rebuilding, even rebooting the
computer. No luck.
Any suggestions for clearing the debugger and getting a true clean start
again? As I said, it did work the first time.
