How to Index Russian help?

Hi,

Does anyone here happen to know if and how Apple Help Indexing Tool can be used to index Russian help files (Cyrillic; charset=windows-1251)? Or is there some other, newer tool for that? I need this to work also on 10.3 and earlier.
