This looks to me like you use the Xcode 2.0 or Xcode 2.1 uninstaller.
You need are going to install Xcode 2.2.1. If you can't do that, you
are probably going to have to install Xcode 2.2.1.
Why were you uninstalling the tools in the first place? Were you
trying to go back to an earlier version?
