Can't Install XCode Tools 2.3

I downloaded the 915MB XCode Tools 2.3 installer from
the Apple developer site:
xcode_2.3_8m1780_oz693620813.dmg
It mounts fine, and double-clicking the
XCodeTools.mpkg launches the installer. However the
installation never runs even close to completion.
My system is an iMac--800 MHz G4, 512 MB ram, Mac OS
10.4.6.
The installer runs fine, sometimes as far as the stage
"writing files", even beyond "6% complete"
and then gracefully terminates the install, asking me
to Please Install again.
The log file contains a few error entries after the
failure. Actually, each time I attempt the install the
error entries are different. But, a typical set of
entries is either:

correctly.

I can log in as my regular user account or as root,
and the same kinds of failure occur.
I can precede the install by running the perl script
uninstaller or not, and the same kinds of failure
occur.
I downloaded the bemoth installer twice assuming that
I had a corrupted installer the first time. That
didn't help either.
I've never had problems installing previous version of
XCode on this machine, although XCode 2.0 was probably
the last version I installed.
Any suggestions?
