Yes, I have 21 implementation files (.cpp) as part of that target (in
the "Compile Sources" phase), but no C++ build settings. It looks to
me that although these files are part of the project, the inspector
doesn't think there are any implementation files for that target.

Are those implementation files part of the target you are looking at?
The way this currently works is that the target build setting
inspector looks at the files that are part of the target inspected to
determine the settings to show. For the project build settings
inspector Xcode looks at the union of files in each target in the
project to determine the build settings to show.
The key in either case is that the files have to be part of a target
to be considered.

An option to enable all possible settings would certainly be nice in
the future.

the type of project.
If you create a new project that is a "Carbon Static Library", there
are no compiler options available.
However, if you create a new project that is an "Audio Unit Effect",
then the compiler and Rez options are all available again.
Is this some kind of strange bug? If not, how are you supposed to
change the compiler options on projects which don't expose these in
the options?

In the Project Info, Build tab, under Collection I normally have
several sections: General, GNU C/C++ Compiler 4.0, Rez. However,
some projects now only show the General settings (i.e., the other
ones have disappeared and are no longer accessible). What's more,
is that X-Code removes any changes I had made in those sections (I
can see things have been removed from the .pbxproj file if I look
in a text editor). If I restore the project to it's previous state
(with these settings restored), as soon as it's inspected in X-Code
it removes the settings again.
This happens on several, but not all, projects. Projects that seem
to be OK were created more recently.
Any thoughts how to fix this?
