can't open bundle produced by xcode

I'm at wits end over this.  I created a "carbon bundle" project
with xcode.  The result looks normal in the finder - shows up
as a bundle instead of a plain folder, contains a plist, etc.

This result "test.bundle" seems to be the one folder in the world
that I CANNOT open with CFBundleCreate.  If I substitute any other
bundle from my system, or even any other random (non-bundle) folder,
CFBundleCreate succeeds.

xcode 2.4 osx 10.4.8
