Include popup disabled?

Any clues as to why the "include popup" (the little popup with the # symbol on it) is always disabled for me? When I hover over it, the tooltip says "Popup of included files (no included files found)". However, I can see in the C++ file I'm editing several #include lines. And I recently rebuilt my CodeSense index; not sure if that's a plus or a minus.
