I will also try opening the project under another user account, on the
theory my per-user settings have been mangled.  If it works there, I'll set
aside the malfunctioning user settings file inside the Foo.xcodeproj bundle.

I've also set aside Xcode's ~/Library/Preferences/com.apple.Xcode.plist
file, just to see if it makes a difference.
