There are many apps that can be used to set file types: ResEdit, Resorcerer, FileTyper, XRay (not to be confused with the new Apple tool in 10.5). The #1-3 I listed will run in OS9 and all 4 run in OSX. #1 is free, #3&4 are shareware and/or freeware. There are many others too.

I use File Buddy. Go figure. ;-)
