With Load Symbols Lazily enabled (the default), Xcode instructs the
debugger which dylib/bundle the breakpoint is being set in and the
debugger won't set it in any place. When people create a static
library, that library often ends up in multiple dylibs/bundles/
frameworks and Xcode can fail to pick the location correctly. The
easiest workaround here is to turn off lazy symbol loading -- Xcode's
preferences pane, Debugging panel.
