What installation disc did you use? The Mac OS X 10.4 versions shipped with PowerPCs are PowerPC only. You need to use the installation disc from your Mac Pro, or download Xcode 2.1, 2.2, 2.3, or 2.4 from the connect.apple.com website.

I used the Mac Pro installation disc. That's the one that doesn't include an x86 version of cc1plus.
After I got the answer from Syd I looked at the release notes and I see now that Apple's gcc-3.3 does not generate x86 code. I don't suppose that's without a good reason, although it is inconvenient.
